HD Video pixelated/banding but fine on HD300

All of a sudden any HD video (.mkv or .avi) that I run at my Win 7 PC (where all is installed) has banding and pixilation at the bottom of the screen. If I resume the same video on any of my HD300's it looks Great.

I upgraded to .v18 and still have the problem. System is pretty up to date with 4Gig DDR3 RAM, i5 processor, and GeForce GTX 460 1Gig grpahics card...

Any ideas?
