Best PCIe analog tuner?

I know a pure analog tuner probably doesn't exist for PCIe, so I'll settle for something that has both analog + digital. I am replacing a wonderful Hauppauge PVR-250 board because a new Sage Server I'm building will only have one PCI slot. That single PCI slot will be for one of my two PVR-250 boards. The other gets retired.

Ideally, something that is very reliable, works in Windows 2003 (PVR-250's did with XP drivers) and CC support if possible. Video quality is least important compared to stability and compatibility.

Recommendations?

My recommendation is to get an HVR-2250. I have two of them, one almost 2 years this summer (very reliable). I am sure it would work with Windows 2003 as I have mine working perfectly with XP. I have not updated my system for fear of breaking it (still running old drivers with beta 6.5.11 on a gigabyte ATX 780g/4850e combo). I do OTA only and in two years I've only missed a couple of shows due to first run flag (changed it to record all) and signal issues (fox got weird for a week last year and then it went away). The HVR-2250 is a little pricey, but I can attest to the reliability and the gorgeous OTA HD quality (the card does analog on both tuners as well, but I have never tried it). Also, I have never tried CC on this card, sorry.
