Screen all messed up

I did a bunch of things at once, new video card drivers, uninstalled all codecs because DD and DTS wasn't passing through my hdmi cable. Anyway, this is what I'm getting now.

The only time I've seen anything like that was when I was using a bad/underpowered power supply. what video card are you using and how clean is your power supply?

For the moment it's fine. I updated Directx and restarted and it looks ok for the moment.

I have an ATI 2600XT 512MB card with an Antec Neopower 550W power supply.
