MPEG4 Playback Tearing on VMR9

Hello Sage Community! First post, Sage noob, you get the picture.

I'm having issues with MPEG4 playback while using DirectShow or the Sage Player while Rendering with VMR9, of course Overlay is fine... but who wants Overlay? No matter what codec I try, DivX ( I know ), official XviD, or ffdshow I am always seeing random "tears" or "blocks" where areas of the video look like they're "behind" the rest of the frame for a split second, very annoying. I don't think I'm using those terms correctly, but maybe I can describe the artifacts better.

Mostly happens during fast horizontal movement against vertical edges. Below is screen cap to illustrate where these artifacts are mostly happening. The areas surrounded in red (the door vertical edge as it closes, and the wall conduit vertical edge as it pans) is where I consistently see these "blocks", not always in the same exact place... but 9/10 times they're somewhere along those vertical edges.



I won't bore you guys with any more gritty details... I can't believe I'm the only person ever to experience this issue with MPEG4 in VMR9, so there has to be someone who has seen what I am seeing. I'm using a HD2400XT w/Cats 7.12s. I'm thinking you guys are gonna tell me I'm having a video card problem (hardware wise), or that my DirectX is screwed up some how. But that's just my feeling. MPEG2 LiveTV and Playback is fine using PDVD7 & the reg tweaks found here have been applied (those tweaks did wonders for MPEG2).

For further reference here are my 'Video / Audio' settings in Sage.

Video Renderer: VMR9
MPEG2 Decoder: PowerDVD 7.3
MPEG4 Playback: DirectShow
DScaler: Disabled
Audio Renderer: Default
MPEG2 Audo Decoder: PowerDVD 7.3
