pci composite video input card with ir out?

Any suggestion on what pci card I can use to record composite video/stereo from my cable STB with IR output to change channels?
Need for channels over 99.
Prefer not to waste a tuner card unless cheaper.

Was hoping to find a non-tuner card

There basically aren't any hardware encoders that don't also have built-in tuners. Parts costs are a small fraction of the total pricetag, so leaving off the tuner wouldn't make much difference from that point of view.

Ok, I have Hauppauge's PVR-350
I can connect cable STB composite/stero out to PVR-350 inputs.

But it only has IR in not out?
How do I control cable STB with IR????

Sorry I missed usbirt comment.
I know I have one in storage SOMEWHERE
That I purchased YEARS ago!
Hate to spend the money again.
Was hoping Sagetv supported any of those usb<->IR
that where part of pc ports.

OK!
I found my sample of USBIRT from 2004
I just downloaded their website drivers for winxp
How do I intergrate this in Sagetv?
Install pvr-350 (uses same drivers as pvr-500)
When I select, use a/v inputs, how does SageTV
know to use USBIRT and what codes for my STB??
