OK, it's probably academic at this point, but here's my stuttering clip.
Test1.mpg - 132MB I show stutters at: 0:02 0:15 0:19 0:24 0:27 0:38

And finally, as a test, I opened and then saved the shows in their entirety using VideoRedo so I could see the number of errors in the full 1 hour. (If anybody knows of some video analyzer utility that will do this, let me know)
BAD: 1hr Stuttering Video (Desperate Housewives - Sun 9pm, ABC, Recorded on HVR-1600 QAM)  GOOD: 1hr Smooth-Playing Video (Brothers and Sisters - Sun 10pm, ABC, Recorded on HVR-1600 QAM)
