Is motion blur inevitable?

I've used 5 different tv tuners over the last few years (PVR 150, 350, HVR 1600, Dualtv, & the ATI 650 pro) & they all have motion blur. I'm not even talking fast action scenes, I can be watching a talk show & just the natural movement of the people talking produces motion blur. Of course I tried the highest bitrate settings possible & that didn't change anything. I even rented a DVR from the cable company about a year or two ago & it had motion blur

Is there anybody out there that doesn't get motion blur? Are there certain things that you changed that fixed the problem? At this point the only thing I can attribute the motion blur to is a weak cable signal, but it shouldn't be too bad since my drop is RG6 & fairly new & all the cable in my house is RG6. Also there are only 2 splitters in the house & they are the cable companies, not some generic splitters.

I have a name-brand powered splitter/amp on my house and still get motion blur on everything but the HDHR. I can't be positive w/o reverting to an older version but I think mine got worse w/ 6.1

I have noticed that most times the blur is worse on recorded shows than on "live" tv.
