Bars/Lines at bottom of ATSC on A180

On most channels, I have a white bar at the bottom of the widescreen video using the Avermedia MCE A180. My projector is 4:3, so I have a large 4:3 screen and HD content is letterboxed. Say you have a completely dark scene, there's still a white line (like, 10 pixels tall or so) at the bottom of the video, but still about a foot from the bottom of the projector screen. Messing around with aspect ratio settings obviously isn't going to resolve the issue. Is there any way to cover up this portion of the video with a black bar, or to crop it off on the fly, or something? Someone more knowledgeable than I could probably make an STV that puts black bars up at the top and bottom of the video when you hit 16:9 ar mode that are opaque above the video.

Is this a common thing, and do you guys just live with it, or am I missing something here?

I think that's "normal", some decoders show it some don't so you might want to try a different decoder.
