Poor video quality

Here's the thing:

Have standard cable, splitter going off from wall to TV and Hauppauge PCI 150. Channel 21 in particular is coming out like it's a week signal, looking fuzzy/soft. Viewing directly on TV looks great, however.

Running Sage TV 5 on Windows XP Pro w/768 mb ram.

What I tried:
- eliminating the splitter, going direct to TV card.
- Viewing from 'live tv'
- uninstall reinstall sage tv
- update hauppauge drivers
- viewing with wintv2000
- adjusting wintv2000 for manual tuning for channel 21
- Changing video options within sage tv setup (overlay, color)

ALL the above results in no better picture.

Also tried the freqshifter program, but when ran it only comes up with a message stating the 'space was loaded but it's empty' and provides no options to do anything.

Sent support ticket to sage and awaiting response. Thoughts in the mean time?

I've noticed that one channel here (std def) is a wee-bit snowy due to weak signal on my TV. But after going to mpeg and back for playback, the snow is greatly emphasized. I think this is inevitable. Perhaps this is your situation on that one channel?

I've personally come to the conclusion that the TIB's (tuner in a box) that they use on PC tuner cards are of lower quality. I went from having my PVR 150 and 250 hooked directly to the cable to hooking them through my digital cable STB's via S-video. I get no static at all from the STB's but had all kinds of static directly connected to cable, especially on the lower 13 channels and upper channels around 60 and above. Hooked through the STB's my analog channels are now nearly as crisp as the digital channels.

There is FREQ tool you would use in Windows XP to adjust the station by FREQ..

FreqCopy
FreqCopy (which can be found on http://www.prize.nl/software/pvr/) is another tool which helps you to fine-tune Hauppauge TV cards for use with GB-PVR, SnapStream, SageTV, etc.

Unhappy Frequency tool didn't work

That tool didn't work at all. Didn't seem to recognize my tuner.
Ch. 21 still poor quality... What to do, what to do...

The quickest and easiest solution is to use a cable box. If you insist on running the cable directly to the tuner card and some channels are clear and others are fuzzy then you need the frequency shifter. I solved the problem a while back before switching to a cable box for extended channels. Do a search here for Fuzzy Channels.
