MPC's built in decoders are not DirectShow based, so no, you can't use them.

(I don't know if the normal version of it is able to play DVDs, but K-Lite Codec Pack (do a Google search) definitely can).

Well firstly codec packs are evil, they install tons of crap you don't need and have a habit of breaking things.
Second, K-Lite includes, shall we say, "non-Free" codecs (InterVideo, Cyberlink, MainConcept, Elecard off the top of my head). It would not be a stretch to say it includes pirated/cracked/hacked codecs.

For some reason, SageTV cannot detect whatever DVD codec this is using as a possible way to play DVDs. Is there something special I have to do?

Well it's generally bad if you don't know, and can't tell what's being used to decode something. Generally you select the decoder you wish to use on the Detailed Setup->DVD menu.

Or maybe in the future SageTV could base it's system somehow on Media Player Classic (which is open-source on Source Forge) so that it requires no-one to download a DVD decoder?

The commercial decoders are well worth the nominal fee, specifically the nVidia decoders.

Or possibly there is a plug-in someone has made to take this into account?

Just buy a commercial decoder, eg nVidias:

$19 is is a great price for it (you don't need the more expensive versions).
