Studdering playback when placeshifting HD

My old server finally died and I have rebuilt it so that I should be able to placeshift HD(Pentium D 3.0). When placeshifting, the CPU is about 40% max so I have enough computer but on the client computer playback is very jumpy and not at all watchable. I am doing this over a LAN (transcoding only because the client computer is old and cannot playback HD) so data transfer should not be a problem. The client computer is only using a very small amount of system resources during playback. I have tried various setting for the transcoder but none helps the problem. Does anyone have a suggestion.
