Audio delay inconsistent

I can't get a consistent synchronization between audio and video on my TV system. Both audio and video are driven by a Hauppauge PVR-350 card.

There is a noticeable delay between the audio and the displayed video when I set the audio playback delay to 0 msec (using Setup/Detailed setup/Video-audio/Audio playback delay). Changing this value doesn't usually change the delay, and when it does, it seems to change on its own at some seemingly random later time. (I do reload the media player after changing the delay time.) I've tried values from 20 up to 1000 msec, even though the required value appears to be only in the few hundred msec range.

Any suggestions?

My system:
P4 2.6GHz
Windows XP Home SP2
768 MB
2 drives: A: 80GB for the system, and B: 300GB for files, including videos in 180 GB formatted using 64KB segments
Hauppauge PVR-350 card

GRAPHICS:
DirectX 9.0c
NVidia GeForce 5200 (for monitor only, not using video out)

Graphedt.exe shows the following filter chain for an MPEG2 file recorded by Sage:

Input goes to Sagetv mpeg splitter

then video output to....
Ulead DVD video decoder 2
Overlay mixer 2
Video renderer

and audio output to...
MPEG1 audio decoder
AC3 filter
Default DirectSound device

SAGE SETTINGS:
Video renderer: Overlay
Hardware decoding only: disabled (i.e. Using software decoding for local display on PC monitor)
MPEG2 decoder: SageTV MPEG2 video decoder
DXVA MPEG mode: default
DXVA interlacing: default
Audio renderer: default (SoundMax digital audio, built into the CPU board)
InterVideo nonCSS audio decoder for Hauppauge
DXVA MPEG mode: Default
DXVA Deinterlacing: Default
DScaler deinterlacing filter:
Deinterlacer: disabled
Deinterlacing technique: Blended clipping
Double refresh rate: disabled
Odd field first: disabled
