standard & hd resolution on pc's lcd?

I am not quite sure how to get best resolution for watching
sagetv on my pc's lcd monitor!
bit for bit, no larger or smaller when viewing 720 (1280x720)
or every other for 1080 (1920x1080)
or double for 480 (640 X 480)
using tuners:
HAUPPAUGE PVR500
AVerMedia Purity 3D MCE 500 TV Tuner
HDHomeRun

my LCD monitor is 1280x1024
used nvidia pure video with suggested nvidia chipset video cards
with good luck

But really want full screen to have setable bit size with blacked out unused area.
Is this possible?
