Is there a registry value that holds the path to the SageTV Folder?

I think you could do a:
GetPathParentDirectory(new_java_io_File(GetCurrentSTVFile()))
to get the STV directory then just go up the parent directory path until you get to the SageTV directory level you are interested in.

Of course there may be better ways and this assumes you are needing this from the SageTV GUI.

Yeah, no luck, i'm trying to get it from a script running outside of Sage.

There is one, as I've seen it before. Search in the registry for SageTV or FreyTechnologies, depending on when you installed.
