PVR 150 IR Blaster and Set top boxes

I just set up a Sage TV system for my brother-in-law. I didn't notice until today that the set top box he has for DirectTV is not on the list that the PVR 150 IR Blaster can control. I looked at the files under /opt/sagetv/server/remotes, hoping they were of a format similar to lirc. Unfortunately they are binary files. So I have a ton of questions.

Where do these files come from? How are they made? Is is possible for me to make one to control the old STB (Philips DSX5250) ?

Or, should I just tell my brother-in-law to replace the STB with something on the list? Finally, if you've had luck getting the IR Blaster to work with your STB, could you make a quick post letting me know the make and model number?
