What do you mean by this description?

What tuner are you using and how is the audio/video source hooked up to your system for recording?

Without more info, it sounds like you aren't including the audio input into the tuner, so it isn't getting recorded with the video. If this is the case, then live TV will result in sound being played live as it comes into the PC, while the video gets recorded, saved to disk, read from disk, then decoded & played to your TV.

It means my Tv Tuner card as a 3.5mm Audio out jack, without it I don't hear anything.

it's very simple Line out from Tv tuner card goes to Line in of my sound card.

Also about a month a go I had an issue were I had the audio clashing with live tv and decoded audio so I was hearing the live tv and what sage was putting out, however I can't get that to happen again and I get no audio when I rec.

Tv tuner card is the Sabrent SBT-TVFM

I don't understand what you mean how is the audio/video source hooked up I'm using a coax cable line for cable tv and a 3.5mm cable that came with the card so I can hear what is shown live

What tuner card are you using? sounds like a software-based encoder card, and support for those is limited. What type of input are you using, Coax, composite?

That's essentially what I was asking.

You've got a software tuner card... I don't have a lot of experience with them, but you'll need to go through source setup with the card & choose the audio input that gives you sound in the preview that you see during setup.

I'm not sure how to stop the audio input from being played live by the PC at the same time.

yup, sounds like a software-based tuner. Normally if you are recording your AV signal using the coax, both the audio and video are captured as one file at the same time in the tuner. What your setup seems to be doing is splitting the audio and video in the tuner, then sending the audio out to the sound card and then trying to encode the audio and video after it comes back in. Very cludgy way of doing it and subseptible to sync issues like you're seeing.

I found the issue.

I had to go into the Pc's Audio control panel and select the record tab and select line in.

I only picked up this card because I did not think I would like watching tv on the pc all that much.

now not sure if this is my card or not but running sage at full screen it seems a bit laggy in the video.

Changing one of the MPEG2 Video Decoder helped quicken the channel change (went from 10 sec to 3 Sec) but I'd still like a smooth full screen if thats possible.

Ok going from the Sage Decoder to the Intervideo one works better.. However no nvidia one listed.

I don't think that crd will be a good way to judge doing TV recording on your PC. First, the recorded video quality from a software encoder won't be as good as from a hardware encoder. Second, the software encoder has to use your cpu to do the encoding, so trying to record and play at the same time might be too much for the cpu, depending on your sytem, decoders, etc. You can have multiple hardware encoders working while barely affecting cpu usage.

Because of the software encoder, I would suggest that you try playing prerecorded shows while nothing is currently recording to work on playback issues. Other people may have playback suggestions if you provide more info about your system.
