EPG Download Frequency

I reinstalled Sage last weekend to try to solve some problems I've been having. Didn't solve the problems, just added a new one...

I now see my EPG Updates are constant, i.e. every time I look at the last epg update time it's within the last minute, whether I look at it in Sage (Sys Info) or via the webserver. Any idea why this would be? I use XMLTV once a day so this is pretty pointless. I have two lineups and disable_data_scanning=true for both of them.

Also, can:
epg/download_frequency=0
epg/download_offset=0
be used to set how often and when EPG data is refreshed?
