Hauppauge 250 signal problem

Hope someone can help me with this. When I moved into our new house, I split my sage server into two boxes. The old pc I dedicated to doing network encoding using SageTV server and the new box runs the main server and has all the drives in it.

Anyway, in the network encoder, I kept all the same hardware (minus disk drives and an ide controller) but did a complete software/os reinstall. Since that time, I have had a lot of difficulty getting my Hauppauge 250s working correctly. I have 4 of them (one of them the Encoder-16 version) and they all worked fine for a really long time. After the intial rebuild I got very strange reception probelms on two of them. I tried new drivers, etc but had no luck. I tested the signal coming in on the coax, swapped out coax connections, etc with no effect.

Then I tried backing off to a single card and haven't been able to get a single card to work correctly despite moving slots, swapping cards, etc. I haven't seen this problem before and I'm sort of at my wit's end. I don't have a lot of time to debug this, what with new baby and new house, so I haven't tried every possible permutation but I've tried quite a few.

I'll attach some screen shots that represent what I'm seeing (on all channels) pretty well. If anyone has any ideas for me, I'm completely open to trying just about anything.
