But, the part that I don't understand is, if it were the 150 or 500 card that was causing a problem, then why is the MVP picture quality so much better?

If its garbage coming in through the 500 card, then the output would be garbage.

Thus, even though signal strength and tuner cards can be better, given what I have, I should somehow at least be able to get as good a PQ with my computer and a video card as I do with the MVP, given the same input source.

Anyway, that's what confusses me..

The MVP uses hardware decoding so the PQ will probably look better. But, one experiment you can do is try hooking up the MVP to the TV where you currently have the computer hooked up to (the one where the PQ is not so good). If the TV is larger or the TV settings (color, brightness, contrast, hue, etc) are different than the other TV then that could make a huge difference as well.
