USB1 and 2 mix same hub, penality?

USB2 spec seems to suggest that a USB2 hub must support full speed 12Mbps mode and *may* support high speed mode. It seems to say too that if one or more USB1 devices are connected to a hub, then the USB2 devices will/must operate at USB1 speeds. I hope I'm wrong on this, e.g., if I were to have a USB cable to the UPS (slow speed) in the same hub as USB2 disk drives.

related, if this is true, what's the impact to upstream hubs if they are daisy-chained. This would be the case where an external hub is plugged into one of the PC's USB ports on the PC's internal hub.
