Gfx card issue

At current I have an amd xp 2000 with 512 meg ram. The board lives up to no expectations and in general is running on a shoe string litteraly. Any how the gfx card is a nvidia 6200 running in a agpx4 bus.

So obviously its no spring chiken and its not going to break any records. I want to be able to play video, dvd's and uk dvb-t television in a resolution of 1280x768.

Now everything works except I want it to run in vmr 9 and of course there is tearing no matter what I do. And if I switch to full screen exclusive mode it doesnt work at all.

So if I bought a new card would I be able to get rid of the tearing? and if so which card should I get? Would ati or nvidia be better?
