Interlacing Artifacts - Codec or Sage problem

I started noticing what I assume are deinterlacing artifacts on some channels occasionally. Horizontal flickers or black lines that appear most often when panning or fast movement.

Could this be caused by Sage? I'm suspecting it might of started when I moved from v4 to v5 (currently on 5.0.4). Alternatively has a video driver or the purevideo codec gone wonky?

Yes I certainly should have been more careful testing between versions and preferably imaging but I've changed alot of stuff lately and lost track.
