Purchasing DTV Recievers
If I purchase a D100 reciever off of ebay and it does not come with in access card.. can I use the access card from the reciever that I am replacing?

Yes, I've done so many times - as recently as less then a month ago when I added an HD receiver that I removed a card from a D11. I actually had one rep tell me I needed to buy a new card, I knew this wasn't the case so I asked for a supervisor, then misteriously got disconnected. I called back and the new rep did it no questions asked.

Just to confirm what dbfresh wrote, the D* policy is to allow cards to be swapped from one unit to another, so long as its the same owner. You cannot transfer cards from owner to owner though.
Conversly, on E*, you can move cards from owner to owner without issue, but I am not sure that you can move cards from unit to unit under the same owner. And to further complicate the issue, the newest E* receivers dont have a card, so to say, its built in.
