MAME - Arcade Games - HIP - Question

Okay - I got MAME working but here's the problem: When I launch a game the joystick controls the game but I would like to control the following keys with the joystick:

5 Increments # of games
1 Start one player game
2 Start two player game
Esc Quit the game

There may be more but those are the most basic since I can't seem to get the HIP program to make the remote work with MAME. I think it won't work because once the arcade game starts it's not using the windows interface the way other programs do (more like a dos interface). How can I control these keys without resorting to the keyboard? Even better would be such that the joystick can control the keyboard the same way to the remote does but I'm not sure if that is possible.
