Quality DIfferences in WinTV-PVR 150 Tuners?

Are there big differences in WinTV-PVR 150 Tuners?

I have one tuner with the IR blaster (not using IR blaster) that shows ok, but the cheap WinTV-PVR 150 tuner I bought from PC Achemy for 50 bucks looks so much better.

Is there some kind of fine tuning or is it just a bad WinTV card?
