Strange problem with Comcast HD box

Hey all, having a weird problem, and I'm not sure whether it's Comcast, the Set top box, my PVR card, or Sage. So looking for your guys advice Has nothing to do with the HD feed in any way

My system has 2 Hauppage PVR-250s. One has a direct cable feed to it for tuning basic cable channels. The other has a S-video feed from the set top box (motorola DC6200 series) for capturing non-HD basic, expanded basic, and premium channels, controlled by USB-UIRT.

The problem is that the basic channels coming through the set top box have a bar of what appears to be static running at the top 1/4 inch of the image. However, the expanded basic or premium channels coming through the set top box don't have this. The basic channels on the other tuner are also fine. I've tried composite or s-video connection and both had the same problems. I could probably 'hide' this by adjusting the SageTV screen position, but that would mess up the other channels that come in fine, along with the sage overlay menus. Adjusting the screen position on the set top box did not seem to be very helpful either.

Any advice would be appreciated, either in settings to tweak or if it's jsut telling me to get a new box from Comcast. About the only thing I stil lahve to check is if the static bar appears at the top of a direct feed from the set top box to the TV, mostly because I wanted to watch the football games this weekend and not deal with shuffling connectors around
