Skip vs. Smooth FF?

What is the difference between the Skip Forward/Backward and the Smooth FF/REW? I have mapped the Smooth FF/REW function and it does not appear to do anything when I press the associated Remote button.

The biggest difference at the moment is that the Skip commands work for recordings & the Smooth commands probably won't. (Smooth will probably work for DVDs, though.)
