I'm sure you guys realize this, but in case you didn't... "my" problem in the begining of this thread is that the audio is low "pitch" not low "volume". The video looks about the right speed with no frame skipping, and audio sounds like the pitch was altered without changing the speed (stretch sampling effect).
PS: I do have the low ATSC volume issue as well and thanks for the tip eobiont.

Okay, I fixed the problem. I uninstalled cleanly my nvidia decoders, rebooted, and reinstalled again. now the audio plays correctly the tv shows that were affected. I suspected it might have been a corrupted component in the nvidia decoder that played back .ts files. I guess this might have happened when my pc crashed when I had both DIVCO Fusion cards active while playing back an HD recording.
