How to enable DXVA for ATI 9600?

Pardon my ignorance, but I've done a lot of searching and can't quite wrap my brain around DXVA and decoders and Sage... I have an ATI 9600 as my display card using RGB 1280x768 into my Panasonic HDTV (I tried DVI-to-HDMI but I had trouble with the desktop resolutions...) I'm looking at adding an Aver a180 and I want to be sure my 9600 is using DXVA but can't seem to see where to test/set this setting. Is this in the driver itself or Sage or PowerDVD?

Any references to clear, concise discussions of this would be appreciated.
