Problems with video playback and rewinds

Hello friends,

When I'm viewing and recording TV shows, I get many thin lines on my screen and it's really annoying. can I get rid of that?

And also, when I'm trying to do a replay or to skip a part of my recording I get squares all over the screen for a few seconds...
