Is this a mis-informed reviewer, a limitation on 'his' copy, a different version of Sage than what we have, or a new policy on Sage's part? Anyone have any idea?

I didn't read the entire review so didn't notice that. He's simply dead wrong. I emailed the only contact I could find on the site informing them of the review error, katizz at sbcglobal dot net.

maybe he only has 4 PCI slots (and has never heard of network encoders)
