vmr9 in window +90% cpu

vmr9 when full screen seems to work fine, however when running in a window, the video becomes a slideshow and cpu usage shoots up to 90%. Is this normal?

using Dell 600m (xp pro)
p4m @ 1.4
512 mb RAM
sage client
ati mobile radeon 9000
