TV out issues with ati 9700

I seem to be having a video malfunction. I am currently trying to setup my HTPC and for right now I have my Flat panel plugged into the DVI and my Svid for the TV. BUT my video card (ATI 9700) will not recognize the TV as a TV, instead it seems to think it is just another monitor. I can extend my desktop and make the tv my primary display but it doesn't act like it is a tv. I can go into Catalyst and see TV properties and make adjustments - to the secondary 9700 - and it makes changes to the tv but it is still not full screen; I can see my wallpaper but nothing else. I don't have the TV tab in my display properties page, even though the ATI manual says I should. What am I doing wrong?

what drivers are you using?
have you tried making the TV primary?
and do you want a clone or dual display setup?

I am using the most current ATI drivers and Catalyst v1.1. I would like to make the TV my primary display, but am setting up things with a dual display right now. I have been running the Svid signal from my vid board, to a receiver then to m TV, could that be the problem? I am just confused why the vid board is treating my TV like another monitor and not a TV.
