Encoder merit doesn't work

I've got 2 pvr 250s, one is digital cable one is analogue. The digital cable feed is obviously a lot better quality than the analogue; so I've set that tune to a higher merit. This doesn't seem to work all the time though. Both my lineups overlap, the analogue only goes up to channel 72, the digital channels are the same for 72 and down.

Very often, while nothing else is being recorded, Sage shows me the analogue feed. It's immediately nociable since Sage & the pvr 250 tune in the channel extremely poorly. And as we know, the slightest bit off in frequency creates a LOT of blocking in Mpeg2. Why the heck is Sage using the second tuner when it clearly doesn't have to? It's seems the merit system is not working as it should.

any advice is appreciated.

Submit a bug report. I reported odd behavior in the merit system and have not heard a response yet. Hopefully if more people complain it will get fixed.
