On Vista when the HDPVR locks up, I'm able to stop the service / power cycle the HDPVR / restart the service and everything works fine. However, once the Hauppauge IR blaster stops working, that requires a reboot, I believe.

You want the HD-PVR on it's own Enhanced USB controller. There is a software application which lists all the USB devices and their controllers, but I can not remember it's name. Surely it is referenced in the long HD-PVR thread.
