Not quite:
DVD > IVTC results in 24fps progressive video, no further deinterlacing takes place. No it's not "exactly what was on the DVD" in that it doesn't contain the extra fields encoded on the disc, but it is exactly what the disc was made from.
Basically the telecining is "excess information" placed on the disc to make the movies play well on NTSC TVs. This information is unnecessary, and problematic on progressive or in general anything other than an NTSC display, thus it's best to strip it.
First that's PAL which is slightly different issues. And second, if you're not getting the right output then the IVTC and/or deinterlacing isn't working right.
