I did some research by installing and uninstalling Sage. Apparently, when Sage is installed, it kills Media Center's ability to see the tuner. Bizarre.
And I have no idea how to get around it.

Turn off the Sage service or quit (not sleep) the SageTV application. Depends how you run Sage. But tuners can only be used with one active application at a time.
